EFCC should probe looters’ list compiled by Jonathan’s aide – Ex-ICPC boss

The pioneer Chairman of the Independent Corrupt Practices and other related Offences Commission, Justice Mustapha Akanbi (retd), in this interview with SUCCESS NWOGU, speaks on looters’ list recently released by the Federal Government and other anti-graft issues

What is your reaction to the looters’ list recently released by the Federal Government?
Corruption or stealing knows no colour. If anybody is guilty of corruption or indicted for taking public money, such person should be dealt with according to the law. The question of allowing the person to go scot-free does not help society. Once there are verifiable facts that a person had committed a crime, such a person should be dealt with whether or not the offender is a member of the All Progressives Congress, Peoples Democratic Party or any other party. I do not like the idea of giving preference to A or B. I am not concerned about a particular party. If you belong to any party and you have misappropriated or embezzled public funds, let the law take its course. That will demonstrate to the people that no matter who is involved, the government is committed to fighting corruption.
When we were handling corruption cases, one man, who is a member of the ruling political party, a minister in the government of former President Olusegun Obasanjo, was accused of corruption. The minister was Obasanjo’s senior in school. Notwithstanding, we arrested him. The man was from Iree in Osun State.
There was also a permanent secretary that we arrested and we published his name. There were many other highly placed people that we arrested. But Obasanjo did not come to us to say, ‘why can’t you consider this or that?’ I knew at the time we arrested some of them, we chased them away, those who made attempts to influence us. What is the essence of setting up the ICPC if you are going to distinguish A from B? There is no point to distinguish between who to punish and who not to punish. The way things are now, I must confess that there are some things I do not understand.

Do you agree with those who said the list has cast doubt on the anti-corruption crusade of the Buhari administration?
Well, I do not know if people have facts, but the ruling party has said that if you know somebody in their party who has committed a crime, mention his name. What I know is that if indeed there are people in the APC who have committed crime, and they are not being prosecuted and punished, it will not give the impression of fairness and justice.

But government should have intelligence report and information about people who are corrupt. Why are they pushing the responsibility to ordinary Nigerians?
It is not the responsibility of the executive to arrest corrupt persons. It is the work of security agents. The law enforcement agents will have to carry out diligent investigation. Currently, government is giving out rewards to people who provide information about corrupt individuals. In essence, whistle-blowers are paid some money. In our own time, they were not paid any money. But if they get information and the government is not willing to come out, then they are at liberty to speak out. However, such whistle-blower must make sure that he or she has factual report or credible information that could lead to the arrest of anyone. If you do not have factual report and you arrest somebody, people will go with an idea that you are just on a witch-hunt and that you are not doing what is right. I have a feeling that those who are giving out information about corrupt people will have some form of verifiable information.

What is your response to Mr. Reno Omokri, a former aide to former President Goodluck Jonathan, who released names of some people not included in the FG looters’ lists?
The FG should respond to it and approach him for facts. FG should also investigate the allegations. Once somebody has been courageous enough to bring out a list, it should not be dismissed. They should look into it and examine it and if there is substance, prosecution should follow. It is easier for them to call people in their party who are included in the list to say: this is what has been said about you, can you defend yourself? They should give the list to the EFCC to investigate. The anti-graft agency should interview those whose names are on his (Omokri’s) list.
The Transparency International recently gave a damning report that corruption is worsening in Nigeria even with the Buhari government’s fight against corruption. What is your take on this?
As for TI, I know during our time, the group sometimes made statements which were not backed up with facts. But all the same, if they make such statement, the government is at liberty to get in touch with the group and ask them to provide concrete information and if they fail to give you, you then tell people that they are telling lies. They are seen to be responsible; Obasanjo was one of them. If government deliberately decides to shield some people, they will do a disservice to the nation and to the anti-corruption fight.

What, in your own opinion, is the best way to stem corruption in Nigeria?
I have written many books on how to address corruption. Some members of the National Theatre of Ghana came to my library, the Mustapha Akanbi Library, in Ilorin, recently. I gave them my books on anti-corruption because the woman, who led the delegation, has also accused the Ghana judiciary of dishonesty. I have written and spoken a lot about anti-graft. If Buhari is making corruption war a focal point of his political philosophy, then there is no reason why he should shield anybody because if he does that, he is applying double standards.

Do you think the nations’ institutions are adequately strengthened to fight corruption?
Corruption is a battle which all of us must fight. If we do not kill corruption, corruption will kill Nigeria. Before Buhari came to power, I have said that several times, most people, including the Obas, the Obis and the Emirs, were collecting money from politicians. We delivered lectures and did other things on how to stem corruption but people resisted such strategies. When the anti-corruption law was passed, all the states were against it. They said the FG had no power to make law against corruption. We had to fight that for almost three years until the Supreme Court ruled that FG had powers to make anti-corruption laws. That time, the states engaged the services of Chief Rotimi Williams and Chief Ben Nwabueze. In fact, Rotimi Williams reported me to a former Chief Justice of Nigeria, Justice Mohammed Uwais. We were very close and he respected me because we were holding meetings in my office. For three years, I had to get Afe Babalola to do his best for me, to act as amicus curia (a friend of the court) because the Supreme Court appointed Rotimi Williams and Ben Nwabueze as amicus Curia. Uwais was my mate. I told him that those people were on the side of the suspected corrupt people. Why can’t you appoint Afe Babalola? And he did. Afe Babalola and I were working hand in glove. So, most of the states did not like FG’s fight and laws against corruption. It is not a question of the Senate, House of Representatives or House of Assembly. The Sultan of Sokoto, Alhaji Muhammadu Maccido, who died in a plane crash, was one Emir who supported us. It is the orientation of Nigerians. We have not worked hard to fight a common battle or to fight a common enemy. Everybody feels that when it comes to corruption, it should be a case of ‘if you cannot beat them, join them’.

What is your advice to Nigerians on the forthcoming 2019 elections, especially when some people, who are perceived to be corrupt, are struggling to contest one position or the other?
Nigerians should not vote for them. If we say we are fighting corruption and there are allegations of corruption against them, why should Nigerians vote for such people? When allegations have been made, they should be investigated. Nigerians should not vote for corrupt people. We know that corruption is evil. I know how I feel now. I was lucky because they increased my pension through the effort of the former Executive Secretary to the National Judicial Council, Mr. Danladi Haliru.  He fought hard and confronted the Salary and Wages Commission. He told the agency that the amount they were paying me was very meager. I even believe that they did not give me my due gratuity. I could not believe that I would work for 25 years and they will give me a paltry sum. But Haliru did very well for me before he left. If somebody has embezzled our money, and he wants to contest an election, we should not vote for such person. I would not vote for the person. If your name appears on the list of corrupt persons, believe me, I cannot, because of you, leave my bed here to go and vote. I advise every Nigerian not to vote for corrupt people. Corruption has done and is doing great evil and havoc to this nation. Corruption is terrible. I still say it with pride: nobody had ever influenced me in my job as a judge or as an anti-corruption czar. The first day one woman tried to influence my late wife, I was very angry. From that day, she knew that I could not be influenced. Corruption is bad. I would have gone with the feeling that we took a gift from the woman. I went back to the office and wrote that her husband should be prosecuted.

Bride, 10 escorts kidnapped on way to groom’s house

Birnin Gwari town in Kaduna State was, Saturday night, thrown into confusion as a new bride and 10 others were abducted at gunpoint by bandits in the area.

The bride, after the wedding, was being conveyed to her husband’s house by her friends and relatives when the gunmen stopped the vehicle and took them away.

Confirming the kidnap, a former chairman of the local government, who asked not to be named for security reasons, disclosed on phone that the gunmen operated with impunity as nobody challenged them. Kidnap-syndicate His words:

“They simply stopped a bus that was conveying the bride to her husband’s house with her relatives and friends numbering about 10. “The incident took place about 55 kilometres from Birnin Gwari main town.” “It was learned that three of the people abducted, including a member of the bride’s entourage, escaped and returned to the town yesterday morning.

“The Funtua Road is now a danger zone because at any point they (bandits) can strike. They operate with impunity along that highway because it is bordering Birnin Gwari and Katsina. “Our vigilantes need little support to engage these bandits.

The government needs to mobilise the vigilantes and support them to enable them discharge their duties effectively.” In a similar development, on Friday, two young men riding a motorcycle were also abducted along Uduwa community in Birnin Gwari with their abductors demanding N3 million ransom.

Man kills uncle for advising him against drinking

The Niger State Police Command said on Sunday that it had arrested a 25-year-old man, Dodo Baraje, for allegedly murdering his uncle, identified as Baraje.
Baraje was reportedly trailed and apprehended by a team of policemen attached to the Bangi Police Division of the state while trying to escape.
The suspect, who lives in Shirumbu village, Maraga Local Government Area of the state, was said to have allegedly killed 50-year-old Baraje during a heated argument over Dodo’s love for a local brew called ‘suck and die’.It was learnt that the suspect shot his uncle for allegedly preventing him from taking the drink.
.
The suspect told our correspondent that he shot his uncle because he beat him up for drinking ‘suck and die’ which the deceased said might ruin his life.

He said, “Out of annoyance, I ran into the house, picked a gun and shot him. I never knew that he would die, he was only correcting me so that I will be a better person in the society, someone my family will be proud of.”

The father of four added, “I don’t know how I am going to explain this to my family, especially to my wife who loved my late uncle so much. In fact, I was under the influence of alcohol; ordinarily I wouldn’t have killed my uncle who took care of me.

“I had never quarreled with him before, honestly, I don’t know what came over me. May Allah forgive me. I now realised what I have done to my life, I am a fool,” Dodo lamented.

The Police Public Relations Officer, Muhammad Abubakar, confirmed the incident, stating that operatives recovered one single-barrelled gun from him.

Presidency: Amnesty to Boko Haram will Save Resources, Lives

The presidency says granting amnesty to the Boko Haram insurgents will make them drop their arms and embrace peace which will in turn stop bloodshed and save resources for the country.

It also explained that President Muhammadu Buhari has remained silent over his second term ambition because his focus was to deliver good governance to the country.
The Senior Special Assistant to the President on Media and Publicity, Malam Garba Shehu, in an interview in Abuja, said President Buhari’s achievements would give him victory in 2019 if he decides to contest.

Shehu also told some retired army generals that had ruled the country in the past who had advised him to drop second term ambition to summon the courage and contest against the president, stressing that President Buhari would defeat all of them.

On the assertion that President Buhari was shielding herdsmen from prosecution and even begging them to accept amnesty, he argued that if the terrorists should embrace amnesty, it would stop the killings in the polity.

He said: “Well, I hope you also realise that the social media has brought a lot of good things to the world and it has also brought a lot of problems not only in Nigeria but everywhere in the world.
“Nations of the world are talking about regulations and control, this is happening in Germany in the United Kingdom even the United States you see that a lot these technology companies are been fined for infringements that they cause.

“The thing is that there is a tendency to see things from a negative point of view when your point of view is shaped and colored by the social media.

“It’s always been heard that the default position of the social media itself is to be negative, so people have turned out to ignore grand reality and project images that are very negative.
“Otherwise I wonder , this is an administration that has done so extremely well and to a president who has sworn to an oath to defend the constitution and protect every life and property, it is very unfair and uncharitable to say that he will shield anybody, and in any case, the president controls only one layer of authority, what are the governors doing, is the social media also saying that the governors are protecting the herdsmen from the law, are they saying the local government are also protecting them?

“You see it has to take everyone at various levels of authority to shield somebody from the law in those circumstances, and the president himself, his passion is for the country, this is a president whose passion is not even for the office, even when everyone is asking him to go for a second term he is keeping quiet because his focus remains the nation and the problem of the country.

“Whoever is peddling these rumours that Boko Haram is being granted amnesty and so on I would ask them who doesn’t want to make peace with the enemy? In any case as it is proverbially said all wars end up in the boardroom. You can defeat people technically in the field but at the end you must come to the conference room to resolve all issues.

“So if Boko Baram would lay down their arms and stop fighting and stop preaching that negative ideology, the country should be able to embrace them, welcome all of them so that they continue to live normal lives and be useful to the nation. What that means is that we will be saving cost, saving lives that are being lost through bombing, killing of service personnel and we will be saving money that we are using to procure weapons so that such money can go into services and infrastructure and welfare of the citizens of this country. It is a win -win situation.”

However, an environmental rights activist and Convener of Niger-Delta Self-Determination Movement (NDSDM), Madam Ann Kio-Briggs, has opposed amnesty for Boko Haram, saying that doing so would amount to the government admitting that Nigeria has failed and it is incapable of saving Nigerians from torrorists and foreign invaders.

Noting that the government had repeatedly described Boko Haram insurgents and killer herdsmen as foreigners, she wondered why the government would turn around to grant such people amnesty.
She warned that such amnesty should not be funded with oil resources of the Niger Delta.
Her words: ”Boko Haram has owned up to being a terrorist group. It has declared its support and affiliation to the ISIS, a renowned world terrorist organisation. If the government wants to grant amnesty to a terrorist group, I think this country is finished. It means kidnappers, armed robbers and other criminals can be granted amnesty.

“This government wants Nigerians to believe that Boko Haram will embrace amnesty. I hope they don’t want to use Niger Delta oil money for the amnesty programme. Government has told us repeatedly that Boko Haram are foreigners. By wanting to grant amnesty to Boko Haram, the government has admitted that Nigeria has failed and it has no capacity to protect Nigerians. We have killer herdsmen all over the place. Foreigners have invaded Nigeria and the best the government can do is to grant them amnesty. That is why we in the Niger Delta want referendum. Restructuring would have been good but since the core North does not want restructuring, we want referendum.”

How Joshua added WBO belt to WBA, IBO & IBF titles

In what could be described as a sweet victory from a hard earned bout, Anthony Oluwafemi Olaseni Joshua on Sunday emerged the clear winner to add the WBO heavyweight belt to his WBA, IBO and IBF titles.
The Nigerian born professional boxer defeated Joseph Parker at Cardiff’s Principality Stadium in the heavyweight unification bout with a unanimous points verdict.
Joshua who was born in Watford, Hertfordshire, to Nigerian parents, Yetaand Robert Joshua added the WBO belt to the WBA and IBF belts he already holds, but he took the distance for the first time in his professional career.
It was his 21st straight career victory, although previously unbeaten New Zealander Parker delivered a battling display without seriously troubling Joshua.
Joshua, almost a stone lighter than when he beat Carlos Takam in Cardiff last October, did enough without setting the fight alight, while Parker had his moments, even if an upset victory never looked on.heer size and power of Joshua was keeping him mostly on the retreat and he was wobbled a little again.
The WBO title holder was keeping himself in the rounds but having difficulty doing enough to win them. He did; however, appear to edge the fifth when he broke past the AJ jab to land a couple of good rights.
Suitably encouraged, Parker went on all-out attack at the start of the sixth and drove Joshua around the ring with a series of rights. When Joshua landed a heavy right himself the Kiwi absorbed the shock, true to his resilient reputation.
Plan B for team Parker, if he could not land an early knockout, was to test Joshua’s allegedly suspect stamina deep into the fight. Joshua was warned by referee Giuseppe Quartarone for throwing a huge right uppercut on the break.
The punch was reminiscent of the one which undid Wladimir Klitschko at Wembley but fortunately it did not have the same effect. Had it done so there might have the risk of a disqualification.
Parker was doing his best to drag Joshua into a brawl. AJ was tempted but held his temper and picked off the opponent with a sizeable left at close quarters. This time Parker staggered but again he took a punch which might have finished many another heavyweight.
We were in the rounds in which Joshua had predicted a knockout victory, but his rhythm was being interrupted by the tape on his glove coming loose. That made for a messier round and Parker may have edged it with a couple of right-hand sorties.
Joshua reasserted himself with three big lefts which reddened Parker’s right eye. But once again he was having trouble putting his man away.
Parker had made real fight of it against size and odds but there was still no sign of the knockout he needed when decisively behind on the score cards. And a couple of late lefts from Joshua took the penultimate round away from him.
There was no sign of Joshua running out of steam. So that question appeared to have been answered. But come the final bell Parker had still never been put down in his career. Joshua went for that scalp in the last but the knock-out was not be and the reception from the crowd was mixed.

750 Cattle rustlers, Kidnappers renounce violence in Kaduna

A total of 750 criminals, including cattle rustlers, bandits and kidnappers have sworn to an oath to abandon their illegal activities in Anchau village, Kubau Local Government area of Kaduna State.
The News Agency of Nigeria (NAN) reports that 400 of the repentant criminals swore by the Holy Qur’an three weeks ago while another batch of 350 took the oath on Saturday to abandon their criminal way of life.
Mr Austin Iwar, the Commissioner of Police told newsmen on Sunday that the criminals were made to repent after intensive dialogue involving community leaders.
According to him, the repentant criminals took advantage of the window of opportunity opened by the government and the Inspector General of Police Ibrahim Idris.
He said that as part of the programme, those who renounced violence would also handover their weapons to government.
The police commissioner, however, said that the recovery of arms would not be made public, so as to build trust and encourage other criminals operating in the state to also repent.
“I assure you very soon we will begin to recover most of these arms, as some of them have volunteered to handover their arms back, but not in public.”
He said that the repentant criminals were using the deep forests in the area as hideout, from where they terrorise communities.
“One of the strategies we decided to adopt is to see how we can get across to some communities leaders in the context of community policing programme we are doing.
“If you want to solve a problem you have to work with people that created the problem; we also held series of meetings with hunters as prelude to the series of activities we call Renouncing Violence Strategies.”
Iwar described the event as very important to the efforts being made to restore peace and stability in the state.
“Having young people that are roaming in the bush committing all forms of crimes to come out and renounce violence, swear by Holy Qur’an that they will not go back to violence again is very important.
“You will understand that it is a very difficult decision for a criminal to come out in public and announce the atrocities he has been doing.”
Head of Anchau Vigilante Service, Malam Audu Sallau commended the security operatives for their total support to the programme.
Sallau said, “none of the repentant criminals was forced to do so, they voluntarily saw reason to renounce violence, and since the commencement of the programme our communities are now relatively peaceful.”El-Rufai’s suspension
